If you are looking to get some really good stuff, fractals are a good way to go. Doing fractals, especially the high level fractals, have a chance to drop ascended (pink) gear which is one step below the top tier legendary gear (purple). That being said, doing world bosses and other events usually have a good chance at dropping level 80 gear.
Yes. The shared inventory slot is part of your account no matter what you do with the boosted character. I got the 80 boost but still leveled a couple characters to max in addition to the boost so I have a couple alts I can park at chests/gathering resources/bank/etc. No reason to not keep the char; or use it on a character that is already

For a condi build as OP requested. Since Crits don't really influence condi on thief. It's more a WvW build but it also let's you survive big hits from champs and whatnot. I do believe zerker is still your best bet for any pve-related content. Sinister might be interesting though if you want to do condi dmg.
Rare gear that is level 62+ in requirements when salvaged, has a chance at netting 1-3 ectoplasm. Exotic (Orange): 65% better than Basic, 14% better than Rare gear.
